Welcome to the Planning Newsletter; featuring a round-up of recently submitted, approved and refused planning applications. Our featured item looks at the difference between building regulations and planning approval.
๐ Feature: Building regulations
Planning permission ensures the right kind of buildings are built in the right places and considers the appearance of a building and its intended use. It takes into account the impact of a development on the neighbourhood and environment, as well as issues with traffic and public transport access. In most cases, the local planning authority has eight weeks to make a decision on a planning application.
Building regulations approval verifies that anything being built, rebuilt or refurbished would be safe, sustainable and accessible. This covers different projects such as structural alterations, loft conversions, extensions and complete house builds. It also covers commercial works such as shops and public buildings. Anything more than basic repairs will need building regulations permission, also known as building control permission.

The Leicestershire Building Control Partnership (LBCP) is a Local Authority Building Control service between six councils. Blaby District, Harborough District, Hinckley and Bosworth Borough, Melton Borough, Oadby and Wigston Borough and Rutland County have joined together to share their knowledge and experience.

Here is a selection of planning applications that are currently under consideration:
Bungalow Farm, Leicester Road, Thurlaston - 24/0749/FUL
- Siting of up to 21 touring caravans and motor homes, 5 glamping pods, toilet block, associated lighting and sewerage plant.
- Outline planning application for the provision of up to 46 dwellings with all matters reserved except for access.
- Demolition of buildings, construction of 191 no. new dwellings and Village Hall, associated new vehicular and pedestrian/cycle access off Forest Road, open space including play provision, landscaping, SuDs, enabling earthworks, and associated infrastructure.
- Installation and operation of an Energy Storage System (ESS) including energy storage units, substation, site access, cable connection, landscaping and ancillary infrastructure.

The next Planning Committee meeting is on Thursday 31 October at 4.30pm. The full agenda is available on our website but it includes:
Land East of Lutterworth Road, Blaby - 23/0968/OUT
- Residential development of up to 53 dwellings including associated vehicular access, affordable housing, landscaping and drainage infrastructure (all matters reserved except for access).
- Outline application for the development of up to 205 dwellings (access only) with vehicular access point from Willoughby Road, with all other matters reserved.
- Alterations to existing entrance to Bouskell Park car park to provide widened vehicular access and new footpath.

The most recent Planning Committee meeting took place on Thursday 3 October at 4.30pm including the following:
Land east of Station Road, Glenfield - 22/1049/FUL
- Erection of two dwellings (Class C3) with access from Station Road and on site parking, together with associated works including landscaping. Application to be REFUSED.
- Full application for 26 dwellings with associated infrastructure. Application to be APPROVED subject to conditions.
